Toggled or custom shortcuts

CTRL + ENTER to send trips me up all the time, and I have to fumble to hit undo before the half baked email gets sent. I would like the ability to turn off this lone shortcut, or set a custom one that's much harder to trigger by mistake.

The ability for Views to have an "AND" condition (rather than OR). Example: I want the view to shown me all conversations with Tag A and Tag B applied. Currently Views would show conversation with either Tag A or Tag B applied.
