Configure article-level access in Knowledge Base

Problem
Knowledge Base access permissions can only be set at the knowledge base level, not for individual articles or categories, making it impossible to show different articles to different user segments.

Allow admins to configure audience and access permissions at the individual article or category level, with AI assistant responses respecting these audience restrictions.
