Block user or alert admins if user sets up a potentially problematic rule

While we need users to be able to create personal rules, we had a recent incident where a rule was poorly setup in an individual's inbox and as a result, a sensitive email message was moved to a shared inbox. Please provide a way for admins to set up blocks or alerts if a rule contains a certain string and a move to inbox action; for example.
