Admin-Only Visibility for Rules/Tags

The ability for top-level admins to set up rules or apply tags for oversight or alerting purposes without those actions being visible to the wider team. For example, if we want to alert a manager to review something via a rule, but we don't want the workgroup members to see that rule trigger. This would allow for "blind" oversight that wouldn't make people feel like they are being watched over.

As IT it's important for us to have visibility but I don't want my team to feel micromanaged.
