Support workspace-level action isolation

Problem
Current action isolation is limited to inbox level, preventing teams from maintaining separate action spaces and SLA tracking across multiple workspaces.

Request
Extend action isolation to the workspace level so inboxes within a workspace can communicate while remaining isolated from other workspaces.
