Toggle contact auto-complete in message composer

Problem
Contact auto-complete in the message composer suggests too many email addresses, especially after CRM sync, creating a high risk of sending emails to the wrong contact.

Allow users to toggle contact auto-complete on or off so teams can disable it when the volume of suggestions creates business risk.
