Collaborate on Knowledge Base articles with comments and tags

Problem
Knowledge Base article drafts can't be reviewed or discussed as a team—there's no way for teammates to provide feedback or collaborate during the writing process.

Request
Allow teammates to comment on Knowledge Base articles in progress and tag other team members for feedback and review, similar to other Front collaboration features.
