Default shared drafts in shared inboxes

Problem
When drafting new conversations in a shared inbox, drafts are personal by default. This prevents team members from collaborating on drafts, especially when using 'send later' for delayed sends.

Request
Make shared drafts the default for new conversations composed in shared inboxes, so all team members with inbox access can see and collaborate on drafts.
