Add comments section to external email windows

Problem
The comments section (used by teams for internal notes) is only accessible when viewing emails in the main app or after sending. Users cannot access comments when viewing or composing emails in external windows.

Request
Display the comments section at the bottom of external email windows so comments are always available, regardless of where the email is being viewed or composed.
