Pin favorite inboxes to the top of the sidebar

Problem
Inboxes appear in a fixed order in the sidebar, requiring teammates to scroll past low-priority inboxes to reach the ones they use most frequently.

Request
Add the ability to mark inboxes as favorites so they float to the top of the sidebar, with user-controlled reordering among pinned inboxes.
