Authorize apps at workspace level

Problem
Multi-department and multi-organization companies need different instances or workspaces for the same app, but app authorization is only available at company level.

Request
Allow apps to be authorized at workspace level so different teams can independently configure instances (e.g., separate Jira instances for different departments).
