Support individual CC recipients in CSV bulk send

Problem
When bulk sending emails via CSV, all recipients receive the same CC list, making it impossible to customize CCs per individual email.

Request
Allow CSV bulk sends to specify different CC recipients for each individual email (e.g., adding each person's manager to their CC).
