Share conversations across multiple inboxes

Problem
Conversations can only be moved between inboxes, not shared. When multiple teams need to collaborate on the same conversation, moving it removes it from one inbox, even though it's relevant to both teams.

Add the ability to share conversations to multiple inboxes so they appear in both teams' views simultaneously.
