Control link rel attributes in Help Center

Problem
All links in Help Center articles include rel=noopener noreferrer nofollow attributes, which limits SEO and attribution for internal and same-domain links.

Add Help Center settings to control link rel attributes based on domain safelist, allowing different attributes for internal vs. external links.
