Self-serve app submission to App Store

Problem
App developers must go through Front staff to publish apps to the App Store, creating a bottleneck and slowing the publication process.

Request
Enable developers to directly upload files, create app listings, preview, and submit to the App Store from the developer portal. Front would review and publish submissions.
