Separate Delete and Mark as Spam Permissions for Conversations

Problem
The "delete / mark as spam" permission is bundled into a single checkbox. Admins cannot allow teammates to mark conversations as spam without also granting them the ability to permanently delete conversations, which carries higher risk in a shared inbox.
