Disable collaborative metrics for users w/o Analytics permissions

In current state, when an individual accesses base metrics (metrics w/out Analytics permissions) for Shared Resources, they see stats for themselves and other users who have collaborated on the same conversations but does not provide the full view for the Shared Resources.

This partial view consistently is mis-interpreted by individuals and leads to frustration that a team member is not doing work/pulling their weight. User education is difficult to mitigate this and leads to churn with Program sponsors validating/proving metrics are accurate.

The ask is for a Company level setting that a Company Admin can adjust with two options. First option (Default) is current state. The 2nd option would be to disable collaborative metrics for users w/out Analytics permissions and only allow these users to see their metrics related to Shared (or individual) resources without displaying any collaboration based metrics that do not represent any other users full/accurate metrics.
