Restrict replies to assigned conversations only

Problem
There's no way to limit a teammate's ability to reply to conversations they aren't assigned to, which may be needed for certain permission or role-based workflows.

Add a Teammate Permission to restrict reply access to only conversations the teammate is assigned to.
