Group personal and shared tags separately

Problem
When selecting tags, personal tags are mixed with company-generated tags in a single dropdown list, making it difficult to find personal tags when there are many company tags.

Request
Organize the tag dropdown to display personal tags separately from company/shared tags, and optionally allow hiding tags from the dropdown list.
