Support SSO just-in-time user provisioning

Problem
Admins must manually create user accounts before teammates can log in via SSO. There is no automatic account creation upon first SSO authentication.

Support Just-in-Time (JIT) provisioning so that user accounts are automatically created when a teammate authenticates via SSO for the first time.
