Configure phone number handle redirect target

Problem
Clicking a phone number handle in Front always opens a new conversation, but teams may want to route calls to their VoIP system instead.

Allow configuration of what happens when a phone number is clicked—either create a Front conversation or redirect to an external VoIP system.
