Allow non-Front users to access internal Knowledge Bases

Problem
Internal Knowledge Base content is only accessible to teammates with a full Front license — employees who only need KB access cannot view it.

Request
Offer a lightweight license or access mode that lets non-Front employees read internal Knowledge Base content without a full seat.
