Pin important articles above subsections in Knowledge Base

Problem
In the Knowledge Base, subsections (folders) always display above articles. Important articles cannot be pinned to the top of a section; they appear in chronological order.

Request
Allow pinning specific articles to appear above subsections in a Knowledge Base section while maintaining chronological ordering for other articles.
