Use Jira project default field configuration

Problem
The Jira plugin requires every employee in a large organization to individually configure which fields they see when creating tickets, even though organizations typically have standard field configurations per project and issue type.

Automatically apply the Jira project's default field configuration for each issue type instead of requiring individual setup.
