Support cmd+click to open settings in new tabs

Problem
Settings links (rules, templates, etc.) only open in the current tab, requiring manual workarounds like tab duplication to compare or manage multiple settings simultaneously.

Request
Support standard web navigation (cmd+click on Mac or ctrl+click on Windows) to open settings pages in new browser tabs.
