Allow workspace admins to manage custom fields

Problem
Only company admins can create, edit, and delete custom fields. This bottleneck prevents workspace admins from independently configuring the workflows they need.

Allow admins to grant custom field management permissions to workspace admins or other roles, so they can create and manage custom fields without requiring company admin access.
