Add permission to manage teammate availability status

Problem
Only company admins or those with full teammate management permission can change another teammate's out-of-office status. This requires granting overly broad permissions just to handle availability.

Request
Introduce a dedicated permission for managing teammate availability/OOO status, so team leads can update statuses without needing full teammate invite/manage rights.
