Create rules based on account recipients

Problem
When vendors and notifications are sent to shared inboxes but CC account contacts, teams have to create numerous individual rules to route each client's notifications correctly.

Allow rules to automatically assign messages to account owners when the message's to or CC recipients are part of an account.
