cc or sender rules based on account

As an administrator, I would like to set the following rule:

If message received in any inbox

AND

to OR cc recipients are part of an account
assign message to account owner

The reason is we have several vendors and internal notifications that go to our shared inbox but cc the client and rather than making hundreds of rules for each client, I would like to assume that the notification belongs to the synced account owner.
