Add tags field to message composer

Problem
Tags are not easily accessible in the message composer UI, requiring users to manually navigate to add them to outgoing messages.

Request
Add tags as a keyboard-accessible field in the composer (alongside To, CC, BCC, Subject), so users can navigate to it with TAB and add tags without switching UI context.
