Restrict unsubscribe and log discussion unsubscribes

Problem
Discussion creators cannot prevent users from unsubscribing from mandatory discussions, and there is no record of who has unsubscribed.

Request
Either restrict the unsubscribe option for mandatory discussions, or provide a log showing who has unsubscribed so discussion creators can track participation.
