Add toggle to disable automatic draft sharing

Problem
Drafts are automatically shared with all conversation participants, giving users no control over when a work-in-progress draft becomes visible to others.

Add a user-level setting to disable automatic draft sharing, so drafts stay private until explicitly shared.
