Notify admins when a channel is disconnected

Problem
When a channel is disconnected, only the channel owner is notified. If that teammate is away, admins have no way to know about the disconnection without manually checking.

Notify admin members when any channel is disconnected, so they can take action to restore connectivity and ensure business continuity.
