Compose outbound Telegram messages from Front

Problem
The Telegram channel integration only supports replying to incoming messages, so users cannot initiate new conversations or send proactive messages directly from Front.

Request
Add the ability to compose and send new outbound Telegram messages from Front, not just replies to inbound messages.
