Separate billing permissions from company admin role

Problem
Billing actions (adding licenses, changing payment details, upgrading plans) are tied to the company admin role, with no way to grant billing access separately or restrict it from some admins.

Introduce dedicated billing permissions, allowing billing management to be assigned independently of full company admin status.
