Assign conversations based on shifts

Problem
Round-robin assignment only works with individual teammates or static groups, not with shifts. Teams with rotating roles and overlapping schedules can't route inbound conversations based on who's currently on shift.

Support shift-based assignment rules so conversations automatically route to the teammate who is currently on the specified shift.
