Restrict individual channel connections per user or group

Problem
The option to block personal inbox connections applies to the entire account, which doesn't work for organizations with mixed user populations (e.g., employees vs. contractors) that need different policies.

Allow admins to restrict or allow personal inbox channel connections at a granular level — by user group, role, domain, or permission set — so governance policies can vary across user types.
