Trigger rules on teammate notification

Problem
Currently, there is no trigger for when a teammate is notified (especially by another rule), limiting automation and workflow daisy-chaining capabilities.

Request
Add a trigger based on teammate notification to enable more powerful workflow automation and chaining.

Context
Example use case: when a teammate is notified by one rule, they can apply their own rules (e.g., auto-tagging) to the conversation.
