Create test suite for rule backward compatibility

Problem
When making changes to Autopilot answer rules, there's no way to verify that new rule logic still works correctly on old conversations where the original rule was previously successful.

Request
Create a rule testing tool that lets users build a test suite of conversations with expected rule branches. This would ensure that rule changes maintain backward compatibility with previously successful cases.
