Send alerts when tag usage exceeds threshold

Problem
Teams need to monitor for spikes in specific issues or patterns (like a certain tag being used frequently) to quickly identify critical problems, but currently can only schedule manual tag reports.

Enable teams to set alert thresholds for specific tags, such as notifying admins when a tag like 'website_issues' is used more than a set number of times in a day, and automatically send reports when thresholds are met.
