Allow multiple recipients in custom channel messages

Problem
The Receive custom messages and Sync inbound message API endpoints don't support group conversations, only allowing messages addressed to a single recipient.

Request
Extend the custom channel APIs to accept and route messages addressed to multiple recipients, enabling integration with SMS and messaging providers that support group conversations.
