Allow silent teammate invitations

Problem
When admins invite teammates, an invitation notification is sent immediately, even if the admin is still configuring the instance and isn't ready for users to log in.

Request
Allow admins to invite teammates without triggering a notification, so the workspace can be fully configured before users are alerted.
