Restrict list deletion to creators only

Problem
Users can delete or edit shared lists they didn't create, creating risk for mass deletion of collaborative resources that affect the entire team.

Add ability to restrict editing and deletion of lists to list creators and admins only, preventing accidental or intentional removal of shared team resources.
