Make P2 time format a personal preference

In P2, teammates can toggle the time format between time of last activity and time since last activity. Toggling is done by simply clicking on the time.

Since it is easy to mis-click on the time, the format can easily change. If we move this setting to a personal preference then users can no longer mis-click and it also allows admins to edit the setting on behalf of a user.
