Make conversation time format a persistent preference

Problem
The conversation list time format toggle (time of last activity vs. time since last activity) can be accidentally changed by clicking on the time display. This causes unintended format switches.

Request
Move the time format setting to personal preferences so it cannot be changed by accidental clicks, and allow admins to set or override it on behalf of teammates.
