Convert/merge Workspace tags to Company tags

There are several scenarios where an admin may want to convert workspace tags to company tags and/or merge multiple tags together

• An admin starts creating multiple Workspaces and realises some of their tags should be available across the new Workspaces

• Tags were auto-imported in a Workspace when a channel was added, and some of those tags should be accessible in other Workspaces

• Workspace admins have been independently creating tags in their Workspaces, and some of them should be merged together

• Before Front introduced Company tags in early 2023, customers were previously creating duplicate tags in each Workspace. Those duplicates should now be merged together into a single company tag.
