Suggest frequent collaborators in participant menu

Problem
The participant suggestion list currently shows teammates sorted by recent assignment history, not by actual collaboration frequency, making it harder to find frequent collaborators.

Request
Prioritize teammates in the participant menu based on frequency of collaboration (those most often added as participants), making it easier to find and add regular collaborators.
