Apply team rules to personal inboxes

Problem
Team rules only apply to team inboxes. When an admin wants a rule to apply to both the team inbox and certain teammates' personal inboxes, they must create duplicate rules for each personal inbox.

Allow admins to select which personal inboxes a team rule should apply to directly from the Edit Rule page, so one rule can govern both team and personal inbox behavior.
