Disable email read tracking across all channels

Problem
The email read-tracking feature must be disabled channel by channel, which does not scale for organizations that want to disable it company-wide.

Request
Introduce a company-level setting to disable the "Track sent emails" feature across all channels at once, overriding individual channel settings.
